Seafood Vendor, Gary’s Premium Seafood visits Palm Lake Resort every second Thursday.
They will be at Horizons Clubhouse at 9am and Sea Breeze Clubhouse at 10am.

FOOD HANDLING COURSE Thu 05 Oct 23
All residents of PLBR who volunteer to help with the preparation of food on any committee, need to have a Food Handling Certificate, currently controlled by the Bundaberg City Council for FREE online and the certificate lasts for 3 years. The online course takes just over 1 hour to complete and suggest that as many residents as possible do this FREE course before 1 November. At least that gives PLRB 3 years for Free.

At the end of October, the Council will no longer control this course – it will be done by another group and each person who wants to do the course will be charged $100 each. Our resident’s come under the umbrella of “Not for profit” group.

A friendly reminder from the Caretakers:

Any changes made to the outside of your home and gardens, require an alteration form to be submitted to the Caretakers office prior to any works starting. This is a PLR requirement and is part of the site agreement between Villa Owner & PLR.

Any works not approved by PLR may have to be removed/repaired at the residents cost.

The Caretakers are always willing to assist with this matter so please contact them for clarification.

INTRODUCING THE ICEBREAKERS GROUP
A new group will start at Palm Lake Resort Bargara, it will be called the Ice Breakers.
This group is designed for anyone who may be a little shy or timid, and not yet confident in stepping out and joining in the community life at Palm Lake Resort. We would like to invite you to our inaugural get together on Wednesday 8th December, between 5pm to 7pm, in the lounge area behind the bar in the Ocean Breeze clubhouse. If you have a name badge please wear it to this event. We will greet you at the door as you arrive and introduce you to others. Please come, we look forward to welcoming you into the group.
We expect that “The Icebreakers” might get together on the second Wednesday of every month, so, if you can’t make 8th December, you may like to attend the January get together on 12th January, 2022.

New Resort TV channels 403 & 404 Mon 29 Mar 21
The Residents Association has installed new digital equipment and activated two additional video channels on the resort network. The additional channels are in addition to the current 400 movie channel.
The channels content formats are currently under development.
To access the channels, residents will need to retune their TV sets
Channel 403 will be used by the Association as a message/bulletin board to provide residents with current news and events on a 24/7 broadcast cycle
Channel 404 provides an additional video channel with content yet to be determined
Both channels are active now.
We are currently waiting for Bundaberg Home Theatre to increase the signals for these channels so that all residents will be able to tune in to both channels. Thank you for your patience.

We received a letter from Stephen Bennett MP with Telstra reply for mobile phone complains by Palm Lake Resort residents.
Please READ carefully.
We strongly suggest that you should enquiry other mobile service providers (like Optus, Vodafone, etc...) before you decide to pay extra to Telstra for "fixed line phone service" or "personal mobile network extender/booster".

GENERAL MEETING OF RESIDENTS Mon 09 Nov 20
The PLR Bargara Residents Association Inc will be holding a General Meeting of residents on 23 November 2020 at 10.15 am in the SeaBreeze Clubhouse.
The main purpose of the meeting is to update residents on the progress of our QCAT case regarding the withdrawal of the Foxtel service on 1 July 2019.
Many residents in the 2020 Market Rent Review and the Annual 3.5% Fixed Increase groups have agreed to accept a lesser rate of site rent increase in full and final settlement of all outstanding legal issues. These people do not need to attend the meeting.
Residents who were in the 2019 Market Rent Review group who were signatories to the QCAT action are strongly advised to attend the meeting, as we need to determine who wishes to proceed with the action. There are approximately 66 villas whose owners have received no compensation for the loss of the Foxtel service, while those in the 2020 MRR group have received a rent reduction of $15.00 per fortnight, and those in the 3.5% group have received $7.17 per fortnight.

ARPQ Report on Dispute Resolution & Rent Increases


Hi PLRBargara,

Thank you to everyone who took part in our recent survey of rent increases and the effectiveness of dispute resolution process. The survey report can be accessed HERE

As you can see:

• Over 75% of homes in Residential Parks in Queensland are in parks owned by highly profitable large or medium profit driven corporations, including some multinationals, who do not need the support provided by the Manufactured Homes (Residential Parks) Act (the Act)
• 70% of Home Owners consider the rent increases they are being exposed to, are neither fair nor reasonable
• 76% of negotiations with Park Owners under the Form 11 (Dispute Negotiation Notice) process fail
• Only 5% of Home Owners who take their dispute to QCAT are fully satisfied with the outcome
• Over the last 7 years the average Site Rent increase has been 1.9 times CPI, whereas the highest has been 3.4 times CPI.

As a consequence, we conclude that CPI increases and the protection of Section 71 of the Act are all that are necessary to allow Park Owners to achieve acceptable profits. Market Reviews are not needed as recognised by the NSW Residential (Land Lease) Communities Act.

We believe these findings speak for themselves and add further weight to our previously stated view that Home Owners are being exploited and a fundamental review of the Act is urgently needed to deliver a balance of fairness through a re-focus on its main Object, which is given in Division 2, Section 4(1)(a) as:

• ‘To protect Home Owners from unfair business practices’

This report was sent to the Minister’s office and the Department of Housing last week and as now been circulated to all sitting members of State Parliament.

It is suggested that you follow up with your local member to ask what they intend doing about it in light of the pending election.

Recommendations for amendments Fri 31 Jul 20

ARPQ Issue Paper on the Act

ARPQ has prepared an issue paper on recommended changes to the Manufactured Homes (Residential Parks) Act.
This paper was sent to the Minister of Housing’s office a couple of months ago and has now been circulated to all members of State Parliament (both Government and Opposition).
Bearing in mind the upcoming State election, it is suggested you contact your local members and ask what they intend doing about the matters raised, preferably before the Government goes into ‘caretaker’ mode.

Maintenance update for residents Wed 17 Jun 20
Dear Resident,
We have some good news and some bad news from our Caretakers regarding maintenance tasks:

GOOD NEWS - The new chlorinator has been installed in the heated pool and is working well.
BAD NEWS - Sauna is still out of action
- Shower should not be used

THE WORST NEWS - - Phosphate levels in the heated pool are high, CAUSED BY PEOPLE URINATING IN THE POOL.
It is not school holidays, so we can't blame the grandchildren; it's the grandparents!
Please use the toilets before entering the pool

GOOD NEWS - Lap pool and Resort pool are both now available for use - Please use the toilets before using these, too!
- Spa should be usable today, as long as the heat pump is working correctly and temperature gets up to the corrrect level

WORK IN PROGRESS - Bali huts to be re-roofed with Colorbond, but iwll be a few more weeks
- Spa liner is being replaced at present
- CBD Gazebo is to have a new floor - no date as yet

We are engaged in an ongoing dispute with PLR over last year's Market Rent Review and the loss of Foxtel, but it is moving along. On Friday 5th June we put in a response to PLR's submission to QCAT, and as we can't call a meeting of residents Committee feels we should put our Applicants Response on the residents website for all to read.

Good afternoon,
On behalf of the Planning and Development team here at Palm Lake Works, we are requesting feedback on the design of the new Clubhouse that will service Stages 10-14 of Palm Lake Resort Bargara. I have attached design plans of the new Clubhouse for your convenience.
We have prepared a table below which nominates general aspects of the design for your review, though please feel free to add any comments as you see fit.

(b) Range of facilities within the new Clubhouse
(c) Size and practicality of facilities

Good afternoon all,

We have made the difficult decision this morning to suspend all meals and activities over the next few weeks. I believe most residents and commitees will be supportive of this arrangement – anyone who wishes to complain should be directed to do so at feedback@palmlake.com.au

Can you please post the communication and social distancing information up on residents notice boards, and ensure the HOC is provided with these asap.

The posters should be printed and placed in appropriate places around the clubhouses.

Letters are being issued to kitchen staff today, advising them that their jobs are not currently required. We wish to offer these staff other duties where possible to lessen financial impact – I have suggested they can take on some of the additional cleaning responsibilities, or some grounds work. Please speak to Keith if you are unsure.

IMPORTANT ANNOUNCEMENT - CORONAVIRUS
The following notes on Coronavirus are submitted for guidance:
1. If you have a runny nose and sputum, you have a common cold
2. Coronavirus pneumonia is a dry cough with no runny nose.
3. This new virus is not heat-resistant and will be killed by a temperature of just 26 - 27 degrees. It hates the Sun.
4. If someone sneezes with it, it takes about 10 feet before it drops to the ground and is no longer airborne.
5. If it drops on a metal surface it will live for at least 12 hours - so if you come into contact with any metal surface - wash your hands as soon as you can with a bacterial soap.
6. On fabric it can survive for 6-12 hours. normal laundry detergent will kill it.
7. Drinking warm water is effective for all viruses. Try not to drink liquids with ice.
8. Wash your hands frequently as the virus can only live on your hands for 5-10 minutes, but - a lot can happen during that time - you can rub your eyes, pick your nose unwittingly and so on.
9. You should also gargle as a prevention. A simple solution of salt in warm water will suffice.
10. Cannot emphasise enough - drink plenty of water

THE SYMPTOMS
1. It will first infect the throat, so you will have a sore throat lasting 3 to 4 days
2. The virus then blends into a nasal fluid that enters the trachea and then the lungs, causing pneumonia. This takes about 5 to 6 days further.
3. With the pneumonia comes high fever and difficulty in breathing.
4. The nasal congestion is not like the normal kind. You feel like you are drowning. It is imperative you then seek immediate attention.

New Digital "E-FOB" Wed 01 Jan 20
Now available a new digital E-Fob. Which can be attached to your key ring and allows you to use the "Meal System" tablets. This will have many other uses in the future, such as an electronic key for both clubhouses, the front gates, the Gym etc. They are available from the Caretakers. One per household.

Wash Bay Vacuum Cleaner Wed 28 Aug 19
The Residents Association Committee have purchased and mounted a Vacuum Cleaner in the Wash Bay, for the convenience of all residents. Please do not remove from its mounting (including the attachments. It has a ten-metre hose so should reach through your vehicle to vacuum inside. Mick M

Results of Gate 1 Access Survey Mon 19 Aug 19
To date 88 responses have been received regarding leaving a Gate open and the majority favour retaining the status quo. Results so far 32 IN FAVOUR; 56 AGAINST leaving Gate 1 open for part of each day.
Thanks to Caretaker Christine for her efforts in contacting local ambulance service network and putting in place a system to ensure that codes are updated and notified in a timely manner.


THE FUTURE OF FRIDAY BISTRO Fri 05 Jul 19
Friday Bistro has been an initiative of Palm Lake Works and now that construction has ceased Palm Lake Resort Group is looking at whether to continue to offer the service. From the beginning of July, Management is monitoring attendance to determine if Friday Bistro is viable. If we get an average of 70 diners per week, then Friday Bistro will continue; if not, "they" will cease offering Friday Bistro and instead may increase numbers at other meal times on Tuesday, Wednesday and Thursday.
If you love your Friday Bistro lunch, then continue to book in and recommend it to other residents so we can keep it going. Management will be constantly monitoring numbers, so although the initial survey period will be 6 weeks, the watching brief will continue over subsequent 6-week periods ongoing.

Air Compressor Installation Wed 24 Apr 19
For the convenience of members the Association has purchased and installed an aircompressor with tyre inflator in the caravan wash bay.
Please follow the safety and operating instructions and ensure items are properly stored after use.
PLEASE ENSURE THE STORAGE CABINET DOOR ARE OPEN DURING COMPRESSOR USE. DO NOT USE THE UNIT WHILE WATER HOSE OR PRESSURE WASHER IS IN USE OR VEHICLES ARE BEING WASHED

OPT OUT DEFIBRILLATOR (AED) REQUEST Wed 23 Jan 19
The current register of residents opting out of having the AED applied requires updating.
Members are requested to advise the association secretary in writing ASAP if they do not wish the AED used on them during an event. The copy of the list will be retained with the resort AED device.

Security Camera Activation - PLRB Westside Mon 26 Nov 18
PLRB Caretaker/Manager advises that the new security camera installations on Westside of the resort is now operational. Streaming of camera data to individual residences is not available at this stage

Villa External Doors - Hume Doors Fri 26 Oct 18
A number of homeowners are experiencing defects and structural issues with some of the external doors fitted to their villas. The following information refers to "Hume manufactured Doors" only
(i.e. rear door in garage and laundry with glassed panel)
Warranty
Hume Doors warranty their product for a period of 5 years provided they are installed in accordance with their terms and conditions:
1. stored and hung in dry building
2. preferably hung in weather protected area
3. top and bottom edges must receive 2 coats of undercoat and 2 coats of paint
4. finished in light reflective colours (dark colours may void warranty)
Interpretation of warp
Warp means the twisting or bowing of doors. Warp exceeding 5-6mm is considered a defect
Palm Lake Resort Works have to date replaced defective doors, however over the longer term the defect issue may most likely fall into the home owner court. Home owners are advised to check the relevant external doors to their villas to ensure the doors are installed correctly and not experiencing issues and where defects are noted, the matter is referred to the caretaker/manager for attention.

DOG WASTE REMOVAL Tue 17 Jul 18
THE ASSOCIATION IS CONTINUING TO RECEIVE COMPLAINTS FROM RESIDENTS REGARDING SOME PET OWNERS FAILING TO COLLECT AND REMOVE DOG WASTE FROM DOG EXERCISE AREAS (AS WELL AS FROM FRONT GARDENS OF VILLAS AND OTHER PUBLIC AREAS).
PLEASE ENSURE THAT YOU HAVE THE MEANS (PLASTIC BAGS) FOR COLLECTING YOUR PET WASTE WHEN YOU ARE OUT AND ABOUT IN THE RESORT AND DISPOSING OF SAME IN YOUR BIN.
Be considerate of others when using the off leash areas and remember owners are responsible for the actions and behaviour of their dogs at all times.
Current Local Government(Bundaberg) penalties for failing to pick up your dog waste is 20 penalty units (= $2611)
